I'm hoping to add some special music for some Fall from Heaven screenshots, and was curious about how someone would go about creating eras that only certain civilizations would experience. (I know this happens in planetfall, but have not seen anything just from the XML that sticks out as allowing this.)

Easy. Just make the civs you want to have this bonus era start with an unobtainable technology. Make that tech an and prereq to another tech that has an or prereq of a normal tech.
Example:
Civ A starts with Tech A
Civ B does not
Tech B requires Tech A as an and prereq, and tech C as an or prereq
Tech C is a tech that everyone can research normally, such as Military Science.
Example:
Civ A starts with Tech A
Civ B does not
Tech B requires Tech A as an and prereq, and tech C as an or prereq
Tech C is a tech that everyone can research normally, such as Military Science.
