Has anyone thought of the idea of colonies similar to Civ III. I envision special settlers that don't cost food... and are cheaper priced, that could found colonies on resources. Their population would remain one, and they couldn't build (except possibly upgrades in their role as colonies). They wouldn't cost maintenance. They would be limited in area to one square, with no capability to expand beyond that via culture...
Problems I do envision are ai use of the ability... and the leader trait that gives culture adds to all cities (creative?).
