While playing patch 1.21f I had the following happen
1) Monarch, normal size maps
2) Terrible start position (that's ok - makes it interesting)
3) Fell behind in tech by 6 or 7 advances
4) Meet the Egyptians, who had not met the Persians
5) Traded 5 techs and some minor gold for the contact.
This seems like an exploit. This is just way too much to be given to the human player for the contact with other civs.
Is this one of the ways tech trading was slowed down? Make it too expensive for contacts with other civs to be purchased?
This seems similar to the no research exploit that v1.17f contained. Why research? Just explore in the early game and sell the contacts. I admitt there is some risk if another civ makes contact first.
