Just nod your head if I am right.
To make corps/armies more powerful I have to edit value in GlobalParameter.xml
<Row Name="COMBAT_CORPS_STRENGTH_MODIFIER" Value="10" />
<Row Name="COMBAT_ARMY_STRENGTH_MODIFIER" Value="17" />

it works, but I overdo it by far. I assumed it is % over basic 100%
for example, I have value=50 for corps and 99 for army, my crossbowman when joined in corps have more than 2x strength... It brakes to many things. it should be like 50% more power for corps and maybe up to 100% for army, not more than that, as it make city defenses to weak.
I will put it 25 and 50 for next game, and than we will see...

Nice idea. I was also like: WTH only 10 points bonus for a corps?
But now I think your current change is still too much. If you put 20 and 34 you already double the current bonus.

I have 20 and 40... it works better... corps can not one-shot same type units but they do reasonably better damage than single unit.

Combat odds in Civ6 are based on the strength difference, not ratio. That's why all combat modifiers are absolute values rather than modifiers.
This!
Your 107 str Modern Armor army will have the same advantage against a normal 90 str Modern Armor than a 20 str Warrior crushing a 5 melee str Slinger. 20 is the same amount as a Debater apostle attacking a normal one (pretty deadly).
I think they are quite balanced right now but if you really want to increase them, do it lightly because 40 str difference is more than Warrior to Musket difference. You're basically giving armies a 4 Eras advantage over normal units, making them basically unbeatable.

yes, and it is boring... so I am reverting it to default numbers. Especially as it give huge boost to aggressive nations over those who do not run for armies early.
