Crash at Great Library CEG v3.5 TY Thal

Mod: IGE and Infoaddict only, CAT CEG 3.5
Standard size, king, panagea plus, celts and 7 other random civs, pyramids were already built

I was playing this without any mods loaded just to prove that the science spikes were occurring. I had the suspicion that the Great Library being built by another civ may have been the cause.
So, I built the great library.
I got the free tech pop icon, I chose a free tech.
When I came back from viewing the tech tree, production froze.
I could access the city screen and move units, but it's that old production not being able to select problem.

I saw this error with the last game I played and got the prod freeze:

I loaded up the same game.
Try 1 was turn 40 after Great Library built.
There was not tech to pick since tech was picked before I saved game.

Then I loaded up the game at turn 39. At turn 40, I got a new error:

I could not choose the free Tech.
This time, unlike the try in the first game, I could not even choose a tech.
The tech tree was blank and empty and it gave an error for every tech in the tech tree.

The empty tech tree bug is because you are using the load button ingame instead of the main menu. Thal needs to disable this option as he did for GEM.
 
I loaded both tries from the Main Menu, not in game.

I retried this game with the same scenario but using Korea.

I had no problem with the Great LIbrary.

Everything was smooth except for the science glitch see in another post.

I am HAPPY to see that the UNHAPPiness doesn't not cause a production freeze.
I had happiness down to -6 and everything worked well.

Game froze production choices the turn I finished great library.
Was able to pick a free tech when returned not city options. I tried to access city screen several ways and nothing worked.

No production freeze!!!

I played a modded version to allow me to build GL in 15 turns:
research at 10%
The lua shows odd things.
Catherine had 500 gold and she couldn't find any units to buy.
A number of run time errors.
The attached zip file ends just after the Great Library.'
I tried 1-2 more turns, and no bugs.

I've done 2 test games as Celts using 3.5.2.
I have not encountered this bug again even though I won the GL in both.
The game speeds were different however as I test on Quick.
