Dexter, let me recommend to buy the AddOn "Fantastic Worlds", if you can get it somewhere. It has several editors for scenario making. They have some bugs, but generally they are not bad, especially if you are new in scn design.
Without the AddOn, you have to change the game files (rules, events, etc.) with a normal text editor like Notepad. Microprose has included comments in the rules.txt to explain the entries there.
A good place with lots of design help is the ScenarioLeague
