Creating Unit - Better engineers

I have been trying to create a unit that works as a settler/engineer but at a faster pace than that of an engineer. The problem is that the only thing changing the movement rate does is change how fast they move from one square to the next, but doesn't change how fast they perform tasks like irrigation/transform land. In fact, I've found that any settling unit I creates performs tasks at speed of settler, not even engineer.

Anyone know anyway to change the speed that created settling units perform tasks?
 
Can't change the speed of settler tasks. Only AI role 5 units in the Engineer slot perform tasks at Engineer speed. It's all hard-coded. However, if you happen to own the Test of Time version of the game, you can enable a flag that will give any role 5 unit engineering abilities (column G, @UNITS_ADVANCED section).
