Cultists die faster - Added ways for cultists to die

This prevents AI from spamming cultists

Features:

1. Cultists have 1 charge only that reduces 30 loyalty.

2. Cultists have a lifespan of 20 on Standard speed. This method of dying does not provide Relic of the void.
