Cultural Borders and Definitions

I am trying to modify the definitions for Cultural border expansions ..e.g. How much Culture it take a city goes from Developing to Refined(and possibly what size the Civ border will expand to when that happens). Tried some searching but haven't found what I am looking for. Any assitance would be great.
