I had some ideas on culture and borders:

Other than slowly accumulating culture, you should also be able to instantly gain a boost of culture, like in the Mesoamerica conquest. This would be happen after you built a culture producing building. There would be a chance every turn that something would happen at one of your culture improvements, say at the Colosseum, a Gladiatorial Tournament would take place, or at the Museum/Library improvement, a special exhibit or work would be on display. In later ages, Art museums would not only give massive 'accumulating culture', but would give a huge culture boost when a new gallery would be open.

Units passing through your territory, legally or illegally , should have the chance to be 'amazed' at your culture, and decide to drop everything and join your cause, without retaining nationality.

Castles should push borders back some. They should also make the nearest city accumulate culture faster.

Just a thought, you sould be able to build fences or walls around your borders to hinder unwanted transients. Gates would be placed on roads, and only your units and nations with RoP would be able to pass through. Trenches may also be a strategic plus.
 
I would like some sort of way to expand borders manually without building a city. It is really infurating when I have all but a few squares of a region or a continent and someone builds in them.
 
I would like to have the ability of negotiating borders with other civs(which they will usually prefer rivers),agree not to build cities somewhere,and get territory with units(each unit has a control range.Within this range all territory is yours until the unit change location.

Yes, I would definately like to be able to define borders as rivers and mountain crests. It may be sort of complex to define borders in treaties, but it would be much more realistic. Another thing about dip. deals: it may be sort of cool to make it look more like a treaty, i.e. with a general section on top, with clauses (gold, cities, territories) below, and the signitures of several people below.
 
I think Culture should not what defines borders. It should be defined by troop numbers and troop locations.

ok a politcal border would be assign in a treaty and only covers what land you occupy and all land that would connect cities also i would like the Province idea in this to so that an enemy couldnt just send a unit outside this type of border settle

the cultrul border is how far past your cities your culturul border goes or it could not cover some cities that u just found or have little or no cultrul value but anything inside your cultrul border you could see because you have increase loyalty from those cities and free intel from citzen loyal to your cause

EDIT: cultrul borders can overlap
