Culture Victory is overly "ideal"

IMO Culture Victory suffers with the % penalties due to different governments and religion. It is valid to not get a bonus for having it different, but to also be penalized due to it is too much. It is not like it can avoided... It is just the natural flow of the game to have diversity of religions and governments.

There are already too many ways to defend yourself from foreign tourism, having these two that are almost inevitable is just bad.
