Where can the python be found for these screens?

Nowhere. These screens are hardcoded in the civ4.exe.
No chance to modify.

The best you can do is, if you want to disable the Play Now and Custom Game options, put into your mods ini file:

; Allow public maps to be used with this mod
AllowPublicMaps = 0

This will force new games to use scenarios through the "Play a Scenario" or "Custom Scenario" options.
