custom civ mod question

I've been playing around with mods since I just learned how to create custom civs and I've run into something weird...
For some reason, an extremely overpowered unit will sometimes start doing only 1 damage (which seems to actually be 0, but it says 1) instead of 600-ish, which is what I thought it would do (again, I'm just messing around with the parameters and seeing what I can do just by editing xml files for the most part)

I know that health is 100, so damage past that isn't really necessary, but I'd like to know why exactly this happens and how I can stop it from happening. From what I've gathered, there's a damage cap and if a unit does more than that, they do 0 damage instead.
If there's nothing that can be done about this, I just won't use such ridiculously high numbers.

Edit: The same thing happens if base combat strength is lower (e.g 200), but bonuses cause it to go much higher. It's really disappointing how little information on modding there is available, even on the modding wiki.
