Custom Civ not showing up in menu.

I am working on a custom civilization, the current problem is that it is not showing up in the "chose civilization" option when I am in "Single Player" mod. I am using the basic "Jasper Kitty" template for this. Only problem I can think of is I am yet to add a file that details the Civ's "Jersey" and a I have a lot of "PlaceholderText".

You have your leader visible in standard rules, for other expansions (rulesets), you have to duplicate your <Players> and <PlayerItems> containing the following domains: Domain="Players:Expansion1_Players" and Domain="Players:Expansion2_Players"
