Custom Civilization not showing up for Gathering Storm or Rise and Fall.

I am working on a custom civilization, and the problem is that it is not showing up under ruleset "Expansion: Gathering Storm" or "Expansion: Rise and Fall", and only when "Standard Rules" is selected. In the properties I have it as compatible with these versions, but is there some sort of requirement I need to insert somewhere so it knows to be available? Thanks.
