Hold down the shift key on your keyboard and click either the right or left mouse button when you have the pointer on the blank circle.

It will then give you a list of civs available to fill that slot. You can also use this method to move them around.

you can alway use diplomacy for your opponents but clicking the little "d" down in the info box (lower right)
 
Kevin: check the threads on the top of page one, those marked Sticky (means they'll stay there). You'll find the Frequently asked Questions there, and a thread for newbie questions (as yours are) ;)

Has anybody made a list of Civ3's undocumented features and keyboard shortcuts? There's a number of them not listed in the manual as well as others that have been added with each patch.

Firaxis has never fixed this obvious inadequacy. The original F4 screen was poorly designed for 8 civs and is obviously inadequate for more than 8 civs. A table format would have been much better.

Your original how to post seems to come up almost weekly and still Firaxis never did anything to fix it. They could have put an info button such "to contact more civs" on the F4 screen, but they did not bother to do that. They give you a problem and give you no information as to how to handle it. Even after you call up more civs, try going thru them to see if CivX has an MPP. How many more civs are you going to have to cycle thru to figure that out? Could they have made it more tedious?

Civ3 could have been a much more enjoyable game if Firaxis had designed the game with an emphasis on reducing player tedium.
The amount of tedium in using the F4 diplo screen is ridiculous as is the 'close' message in trade negotiations. Trying to find and change city happiness shifts is tedious (try keeping a city in WLTK mode when population changes). Pollution cleanup and working tile changes has to be handled manually (not to mention fixing the overlapping city tile changes). I'm sure others can add their tedious annoyances to a list like this.
