If that’s really all you want, your best bet is to play as Norway, set your cities in defensible positions, build a bunch of Viking longships and light cavalry, and pillage the world while your cities run campus research projects.
 
As @Vargas1 said Norway is great to pillage your way through the tech tree.

If you don't mind a chessy strategy you can try to combine the great bath, soothsayers and the voidsingers.

Otherwise you can try to get as much trade routes as you can and send them to your science ally. Make sure to get high production cities to get more value from science projects. You will need an industrial zone to power up your labs anyway and once you reach GDRs you need to build them. Get at least +4 capusses and grow your cities to 15 pop to take advantage of rationalism (which means you need a decent culture output as well). Keep an eye for the scientists who boost your campus buildings as those boosts get the rationalism bonus as well.
In early golden ages you can go for free inquiry to get your market/harbour adjacency as science as well plus more science from heureaks. And keep your cities at high amenities to get a 20% boosts to their yields.
The great library and oxford are wonders you want to get.

Keep in mind though, that you have to get alot of uranium to maintain GDRs. Uranium is quite rare and every resource can just support one GDR. With just 2 cities and without city states you might not be able to build even one of those bad boys since you are likely not to have uranium in your territory.

You don't actually need to beat the AI in war; you just need to avoid getting killed. Get your light cav to their second promotion ASAP and go Depredation (might even want to consider building Terracotta Army to get them all promoted as once, assuming you have enough horses before then), and then just make sure you pop in and out of range quickly. On the sea, you should be able to pop in with longships and get back to safety in the ocean to heal for the majority of the game.
 
I can't really help if you're going to play on pangea. You'll lose most of the benefits of the Norway civ that way, which in large part are built around pillaging from the sea. You can still play as them to get the pillage benefits on land, but it's not going to be as productive.

In terms of war, if you set up your cities in defensible positions (nearby hills for defense, chokepoints that attackers have to come through, lakes/ocean to make siege more difficult, etc.), you should be able to put up walls and get a handful of ranged units to keep off any attackers. Maybe hold back one or two cav units to pop out and take care of any catapults/bombards slowly coming up. On offense, cav ignores ZOC so you should be able to work around opposing units to get at lightly defended cities. It will be more difficult on pangea if you're packed closely together, but still doable.

Could you elaborate? I feel like the moment I declare war the entire AI army will go on my single city with a tier advantage and create a wall of units that will block my cavalry from getting to his districts.
Use the terrain, walls, archer class units and encampments to create killing fields. Escort builders with melee class units if you need to. Getting garrison and marksmanship on a crossbow is extremely powerful for turtling. If you're only building a couple cities they'll very likely be big and productive. Use Limes to build every tier of wall along the way.

Obviously focus heavily on light cavalry and upgrading them asap. They can be squishy against better teched troops so get coursers and cavalry asap. Those highly promoted choppers will be a great compliment to the gdr army.

As Harald you will be on the coast even on a pangaea. Invest in at least a couple long ships and use them to pillage anything they can reach. Going a little maritime will also aid your turtling since you can add quadremes/frigates as another ranged garrison attack.

Dont forget to run raid/total war while pillaging. Harald can really crank out the science/culture like this.
