Destroying palace causes civil war

This was a feature in Civ I (maybe Civ II also, I don't remember) and I'd like to see it return. It was a great strategy to use when you were fighting a particularly powerful Civ.

There should be some penalty when you lose your capital. The way it is now, the palace just magically moves to another city.
