Dev Oversight? Bug?

Not only are we not introduced to civs when are own units see one of theirs, we also can't even try and establish peace between two other AI civs during Diplomacy.

On the first point I suspect its random. Sometimes you do, other times (more rare) you are not.

Not sure about the second, The main reason I am sitting on the fence is I know how much the AI's little children squabble. Just being offered to be more involved would often be an unwanted time waster.
