dip sounds

I want to change the sound that plays when you go to the diplomacy screen of a civ. each colour has its own sound, FANFARE1-8. since these are .wav files i replaced them with my new .wav and changed the name appropriatly. however, when i go to the diplomacy i get a message come up saying "Invalid sound file format". What am i doing wrong?

Dude,

Make sure your sounds are 22,050Hz 8-bit mono.
this is the only format CIV will support.
