I'm hoping to make a NATO agreement for the person who builds the NATO wonder(and if that works a Warsaw Pact as well.)
However, I can't find a location to start at for editing the options of diplomacy and so on. I'm not even certain I could code buildings to allow such things(which would be unfortunate.)
