I'm currently playing a fairly interesting game, and had worked out a path to victory but found a slight hold up... is it not possible to form a permanent alliance with a vassal? That seems slightly bizarre.
To a certain extent, it makes sense... or it would if they were a vassal from capitulation or something... but even then, just think about like... the US and Japan or something...
Anyway... in this game I have something like +30/-0 with Lincoln, because I liberated his nation and then some from the Ethiopians.... I have permanent alliances on, and was hoping to make such an agreement with him, but it doesn't seem to be an option. We're currently in a war, but if anything that should make it easier to make an alliance... instead, the button isn't even there. It's not just redded out or something.
Can anyone either confirm or deny this?
