Domestic T3 D4- Splitting up our Provinces

Since our provinces are really big, and elections are just around the corner, it might be time to split our provinces further. This would allow less confusion during elections, by having a governor elected who would have a province to run. So... are there any suggestions for how to make our provinces smaller.
 
Now, first of all, what will be the general formula for establishing provinces by using cities as the varuable. :)
 
I would post an image of the current boundaries but that's not convenient for me to do right now, however I think it's pretty much a line following the central mountain range. I'd suggest a horizontal split of the two current provinces, and formally define one East of the originally specified Eastern boundary, which would yield 5 or 6 provinces.

How do we fill them all you might ask? I would support legislation which lets people hold a governorship and a deputy position elsewhere -- or we might just have a general shortage of deputies.
 
alright, it seems like this discussion has died, but elections are still around the corner. so, if anyone would have any suggestions about how to go about the splitting, then i will put up a poll.
 
Here are two options in one pic. I have tried to follow natural boundaries where possible (rivers, sea, edges of desert and edges of plains).

Option 1: only the solid lines. This will give 5 provinces, with a fairly large province 2.
Option 2: add dashed lines, remove crossed out portion of red line. This will give 6 provinces.

In both cases, all provinces except 1-4 will very corrupt.

the 1/2 slpit looks OK, (need to get the line along the tile boundaries though), but there are very few cities in Fannashire. I might move the slipt between 3 and 4 up to the line of the desert N of Striders Haven, then we would not need the Northern division yet and 5 could be the land in China etc. Another option for 1/2 would be to follow the river that runs to the S of Chaos to the NW then N to the coast to meet the sea at the bottom of the V in the coastline. This last option wouldn't need 6 then.
 
if anyone else has any other suggestions, please post them. if not, i'll put up a poll tomorrow.
 
ok, since no one else has posted a suggestion i'll put up a poll with both zyxy's plan and Furiey's variation of it.
