Editing the bonus modifiers of the AI

Hello Im looking for the file that I can edit to change what the bonuses are for the AI difficulties. I want to lower the amount of free xp the AI gets on higher difficulties. I remember I did it in Rise and fall but I cant find the file in GS. Thanks in advance

In leaders.xml under ModifierArguments, there's a ModifierId HIGH_DIFFICULTY_FREE_TECH_BOOSTS where Extra = 1, set that to 0
