This is the election thread for the Cultural Leader.

Nomination Thread.

Questions from the Inquisitors:

For all candidates
1) Do you regularly attend chat turns? If no, will you do so when elected? If not, why?

2) What are your qualifications for the position?

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups?

5) Do you vote in the polls? If not, why?

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

I catch about one in three, but I should be able to make more because this the last week of major school work for me as the semester's ending.

2) What are your qualifications for the position?

I am the Deputy of this Department (and it looks like that ain't changin'). I also started up the Culture Club.

Continue the Cultural Assault and to soon build upcoming Cultural Wonders, like Shakespeares and Newton's.

Every thread that has a new post since I visited last.

5) Do you vote in the polls? If not, why?

I vote in every poll.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

If elected, I would always vote in Cabinet Polls.

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

Yes.

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

Stay within Constitution. Any problems need to be worked out using the means outlined by the Constitution, even if it means ending a turnchat.

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

There is nothing foreseeable, though anything could happen. As stated above, I will likely have more time to serve in the upcoming term.

10) What method of victory do you advocate for Phoenatica?

Cultural, of course!:) Definitely not conquest. I kinda dislike Diplomatic victories in my games, as they seem rather flimsy, but I would say that Diplomatic would be my second choice, though I doubt it will come to that, though I think we should ensure that we build the UN anyway.

11) Briefly describe how your election would advance that victory condition.

I would move to build more and more culture improvements in any place where they will be of use. Essentially, temple + library everywhere, university + cathedral in larger cities, and maybe eventually colliseum, though that would be my last choice in any city that produces a reasonable amount of science. I would use the funds allocated to the Department for rushing the first two in totally corrupt cities and cities that are on our borders (which typically go hand in hand, really.

14) What mistakes were made in the last administration and what would you have done differently?

None. I fully support Justus, and if I weren't running, I'd vote for him. He was my vote for President, even. My main goal in this election was to become Deputy 'officially', rather than being appointed, and this is now obviously unavoidable. I guess it's kind of a small difference, but it means something to me.
 
Note: I am not trying to be redundant, but since these are the same questions as in the presidential thread, I copied most of the same answers. I was, however, more specific in those questions dealing with this position.

1) Do you regularly attend chat turns? If no, will you do so when elected? If not, why?

I probably attend more than half, although I sometimes have to leave early. I try to be there for at least part of the turn, but the current time conflicts with my work schedule, and family.

2) What are your qualifications for the position?

I have been Culture Minister for the past term, and a deputy in Term 1. I have been involved in most major discussion threads, and have made suggestions to other departments when I thought it appropriate. I have tried to balance the border needs of specific cities with the overall cultural growth of Phoenatica.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

Obviously, I am biased in favor of a Culture victory, and would continue to pursue it, and our Cultural Assault Program, as Culture Minister. Also, I would like to further develop our Newspaper (not sure if that is Culture Department specific or not) and encourage more participation.

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups?

Most of it, I check cabinet threads 2-3 times/day, the citizen forum (discussions and polls) daily. I don't follow all the citizen groups that often, I just try to catch up when I have time.

5) Do you vote in the polls? If not, why?

Yes, all of them.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

Yes, I always have.

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

I am willing, although I will be traveling for part of the next turn, and will have internet access only, and will not be able to play the game.

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

I don't think anyone can violate the constitution, the interpretation comes into play when it is not clear what it says, or when an unforseen situation arises that is not covered.

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

As I mentioned, I will be travelling during the first two weeks of the month, which will limit my access to the game, but I will have internet access, which should not affect my ability to serve as culture minister.

10) What method of victory do you advocate for Phoenatica?

Cultural!! Since it is a new part of Civ3, it seems fitting that it would be our first victory, and as Culture Minister, it will be my honor to advocate it to our nation!

11) Briefly describe how your election would advance that victory condition.

As culture minister, I have been closely following the development of our nation's cultural infrastructure, and as Culture Minister I would continue to work with our nation's governors to prioritize culture improvements in their build queues. Also, I would be an advocate to promote the concept of cultural victory to all our people!

For current officials running again
12) What were the high points of your administration? What did you do that would make the citizens vote for you again?

By prioritizing our cultural building program, and working with the governors in adjusting their build queues, we now have cultural buildings in every city in our land. We started with the outer border towns first, but also finished them in the inner cities. We now have several cultural powerhouses, and several cities along the southern border ready for our Cultural Assault.

13) In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions?

I had originally proposed spending most of the treasury to rush two harbors to connect our capital with our new egyptian lands. The general consensus, however, was to rush one harbor first, because we were just getting used to our new budgeting program, and didn't want to empty the treasury. I came around to the one harbor plan, and as it turns out, it was the best solution, because our ROPs allowed us to connect with our egyptian cities anyway.
