Error: Incorrect function

I am attempting to install Civ 4 onto my new Vista System. I have played it tons on my XP system, but when installing it onto my Vista system I get the following error:

Feature transfer error

Feature: DefaultFeature
Component: Civ4Component
File: E:\data2.cab
Error: Incorrect function.

I think there's two major possibilities, but one is really more likely: do you have adequate permissions to install Civ4? From what i'm reading on the 'net on Feature Transfer Error / incorrect function, it may be caused by incorrect permissions.

Try right clicking on the setup.exe and selecting "Run as administrator" (you may need a password for this, not sure).

Also make sure you don't have any scratches on your disc, though this doesn't indicate a CRC (which would normally indicate scratched disc).
