Expanding City limits

what's the quickest easiest way to expand city limits?

Growth = culture?

I'm seeing smaller cities with bigger limits..

I think they both give 2 culture per turn and at 10 culture your border expands, then again at 100 and again at 1000 and again at 10000

I think libraries give 3 culture. Libraries are more expensive than temples, so if speed is the essence, and you aren't religious or scientific (or you are both), the temple gets the culture faster. However, the library gives more culture pretty soon.
