Facism in Civ 3

May have imagined this, but i think i remember reading somewhere ages ago about Civ 3 vanilla that they didnt include fundamentalism in vanilla as they wanted to leave facist governments in the 20th century. Assuming i didnt imagine this, does anyone know why it was included in conquests?
