if I put the unit class override code into an XML to make it so that said civilization is the only on that can make the unit why do other civs continue to make the unique unit? I can check IGE and the unit is clearly labeled America where others are Russian and I cannot make those but this one civ continues to make units it’s not supposed to make.

Because you've not done something correctly. But what have you not done correctly ?

Only the gods, false or otherwise, know, because you haven't provided a zip of the mod, or the code you are using, nor any usable information on how you are tryng to make the game use your code.
