Final Frontier: Can no longer build buildings

I'm playing as Lukas von Reuther and I just conquered one of Lu Tianqu's star systems and all of the sudden, I get messages from all over my empire saying that I can no longer build x building. I've just gone through every single one of my cities and not one of them can build any building, they are all grayed out in the building rooster. This is extremely annoying as my empire's economy is running on full tilt and I need every single improvement I can get my hands on at this moment.

I've attached the saved game so you guy's can see this for yourselves.

Edit: Forgot to mention, I'm using BtS 3.03.

You have unfortunately encountered a known bug that will hopefully be fixed in the next release.

The thread hankscorpio linked to also contains a fix for the bug. Install this fix. Take care to keep a save file where the bug hasn't happened yet, the fix will only work on existing saves when the bug hasn't appeared yet.

I reloaded the game from an auto save and used an invasion ship to overrun the star system. Thanks anyways, guys.
