Where can i download firetuner? i dont have legitimate civ 5 i want to test the mods i will create

i read that you really need to purchase the game. btw how do you test your mods?

By checking the logs.

I've just started to use Firetuner and it's extremely frustrating. And prone to crash. I added a debug panel, which pops up all kinds of warning and wants to send report to Firaxis. But i have no way to remove that panel. So it crashes all the time.
