Fleet commander not appearing after producement

I as Spain made a Fleet commander in my capital but it does not appear after product is finished... So it is wasted effort...
There is a friendly AI ship on my water tile - and it just stays there - where my produced ships should appear - can it be the cause?

Yes it’s a bug happened to me too. Basically if you make a purchase and the quay is blocked, you lose that unit. Not just fleet commander but ships too. Strangely the game records show the unit as existing (all units breakdown list) but it’s not on the map.

This happened to me twice in a row in different cities before I understood what happened (while buying normal ships).
