Food from city center not counting?

I just noticed in a city that I annexed, the food from the center tile was not counting toward the base total. I confirmed by removing all citizens except center tile and base was 0 (should have been 3).

The city was Valletta which Venice had used MoV on. I then got it in a peace deal from Venice. Puppeted through resistance and then annexed (no option to liberate:().

The question is, does this always happen in an annexed city? Or is this a special situation? I had really never noticed as I tend to play peacefully.
 
Yes, there's still the occasional glitch from "gifted" cities vs conquered where the City tile is unworked (food, production or any other yield) and never can be. I thought waiting til your turn to decide had fixed it, but it still crops up on me.

It's the main reason why I prefer to raze and resettle.
 
To clarify, the supposed answer is that if you do not reply to the annex/puppet prompt while AI turns are still processing - instead, let the prompt sit until your turn has started - this bug will not occur.

I suppose razing everything is a workaround - or my workaround, which is never accepting cities through peace deals anyway.

Yeah, that was my supposed answer in another thread, but I've had it happen even if I waited... that could be due to using bc1's UI now since it immediately throws you in the City View when you get a city and it could be going into City View during AI turns triggers the bug.
 
Thanks for replies. Venice had went behind my lines to take Valetta and it was in a great spot for my empire so I am really disappointed that it's not 100%. Pop 7, t140-150ish, did not want to start city from scratch at that point. It had a library and a circus next to mountain. My plan was to build/buy monument, shrine, courthouse, university, aqueduct and it could slide in as a perfect third city. But slower growth meant city is just average. Oh well.
 
I thought they had fixed this bug, but alas it is certainly still present.

Handy tip...you can gift the gimped cities you received in the peace treaty to a friend for positive diplo modifiers. When playing on Emperor I often declare war on a weak Civ, build a handful of units, destroy as many of the enemies units as I can and then collect all the cities in a peace treaty, and divvy them up among 1 or 2 allies. Virtually no warmonger penalties received this way.
 
I never accept any deal, peace or otherwise in the AI's turn as you cant amend any values. If the AI offers peace in it's turn wait and ask in your turn, the deal should be the same.

I also used to think you could not change those values when AI asked for deals, but I have found out that you can. The cursor is kind of on the top left part of the spinning disc. I always take everything off the table and start over, doing amount-changing items first, and then clicking in things where amounts don't change. I think sometimes if you change an amount without taking item off the table first, it won't take.

You are not able to change amount when they ask for gift, though.
