In my opinion it is a annoying fact that you cannot do anything against starvation except draft units oder let the people die.

I loved playing Colonization. In Colonization you had plan waggons able to transport ress, so if one city has a lack of food you had the possibility of supplying this city.

There should be something equal in CIV4. So if a city iss connected to the empire you should be able of food supplying this city.
 
I agree. I think that the Domestic Advisor screen should show the excess food a city produces next to its name. You could then drag the food symbols to cities in need (which would have red food icons for each unit of food shortage), or just boost the growing speed of stagnating cities. Obviously, the cities would have to be connected in order for this to work. A mechanism to prevent people from forcibly starving cities so that their capital would grow three points a turn is built in already: only excess food units are shown and draggable. On the city screen of the involved cities, the exporter would have the usual food display, then the exported units would be off to the side, with the label "EXPORT." The importing city would have a similar display, except the label would read "IMPORT" and the units would be closer to the produced ones (to show that the food is used by the city). If you mouse over the food icons, a tooltip should pop up showing the destination or origin. Left-clicking on the food icon would stop the internal trading and restore the food to its original owner. There would be limits on this depending on government type: Communism would have no limit (for obvious reasons), Anarchy would not allow this at all, and the other governments would have varying limits (Democracy, for instance, would only allow export to starving cities, no growth enhancement).
 
It should also cost the importing city a commerce symbol for each food symbol they import, and provide the exporting city a commerce sybol for each food symbol they export.
 
i agree taht the actuall way foodsupply is handled is too crude.
but how longer i think about this issues i lose more and more hope of a more realistic and complex game as civ is now. they wonnt change enough in civ4.

but however there shell be a way to deliver food to a starving city.
in civ2 u was able to create food caravans so if they dont rthink the entire foodsupply system, they sehll add theis option
