it would add another dimension to diplomacy, population, government, and happiness mechanics if a captured city could have its citizens forcibly relocated to other existing cities in your nation. Side effects would be various. In terms of population there would be a 50% loss of the captured populace do to the rigors of removal and other factors evident from history (Trail of Tears in American history). Diplomatic stress could arise because it could be recognized as an atrocity, with all of its consequences, by unfriendly nations. Whether it can be a useable option would depend on what kind of government the player chooses. Finally, happiness would probably be much lower in the city/cities that the relocated populace joins, not only among the relocated themselves, but among existing citizens as well due to the uninvited guests.
WHY would someone possibly want an option that only seems to cause so many problems? Ever captured an enemy city by your border that was too close to one of your cities? You could abondon the city, but you want to add its population to some of your smaller cities to bolster production. The happiness side effects should last for only a few turns, 5 at most, after a formal truce has been signed with the relocated citizen's home country. If war continues then it should last for 8-10 turns. Diplomatic tensions should ease as the citizenry become happier, or you can simply bribe the other civs.
