Wait until you can see the coal resource. If you end up with a place to build the Iron Works that is rife with corruption and waste, then move the Palace to suit. Otherwise, you are better advised to save your GL's for things that matter, such as the Forbidden Palace.

The Palace can be moved multiple times. However, I agree....I see no reason to move ours immediately.
