Can these be placed in Worldbuilder? Thinking of converting a civ 5 map to civ 6, but a lot of the minor state cities would be better as Free Cities since the civ 5 mod had multiple city minor civs...

Yes, it looks like it is possible, I added the Free Cities as a player first then placed some cities on a worldbuilder map just now. They use random city names from other civs however. You can manually change the names by opening a map in DB Browser for SQLite, if you know what you're doing. The worldbuilder is bugged right now though, you may run into issues adding DLC content.
