Right-of-Passage is just that-- the ability to move through and, if necessary, station troops in a friendly nation to more easily access an enemy state. We can do it with naval and ground forces, so why not air forces? If a friendly civ has an airbase, we should be able to share it with them, but with limitations (say, 4 aircraft like a carrier). OR... We should be able to use diplomacy to "rent" an unoccupied friendly airbase or territory square so we can build an airbase for the usual 20-turns. Is anyone else frustrated by this?
As a followup question-- why can't we capture airbases in enemy territory without destroying it, for the purposes of using it against them?
