Game runs poorly and freezes even in early game

I have by no means a bad PC, not the best, but it runs Civ 6 past the recommended specs.
I literally have to have all graphic settings on lowest however, because the game is so darn laggy. I do play with mods from Steam Workshop, but the mods I'm using aren't really a strain on the game, since they are not mega packs of new information, and the problems I'm about to discuss occur even with vanilla game.
Even in early game if I have, say, 3 trade routes, whenever they are finished and I have to pick new ones, the game freezes for sometimes up to 5 minutes. I have very rarely had the game full on Crash To Desktop, I've found that if I just wait out the freeze it resolves itself. This is super weird to me because I don't even play with all leaders on a map, and I usually play on "Continents" and I also do not use all city states. And whenever I press "Next Turn", game freezes again. Without fail, it freezes, and it takes sooooo long for AI to finish.

It doesn't matter if I'm in early or late game, civ6.exe keeps freezing and hanging up and it's soooo annoying!!!
Is there anything I can do about this?

I would guarantee your issue is mod-related. Although I'm not familiar with all of the mods you listed, there are several that haven't been updated since 2019 (One even states it's no longer maintained.). I'd start with those, focusing on the "cheat" mods first, eliminating them one by one until the game stabilizes. You could also look at your Database, Modding, & Lua logs to see if there are any errors or warnings that show up.
