Here's my ideas about governments... and society...
I don't know are these suggested before, or they enyway going to be enculded in civ 4, but whatta heck...
Citizen classes
There's should be four citizen class: Rich (or noble), Middle class, poor (or peasant) and slaves (only if allowed). In a monarchy type governement the movement between these classes would be extremely low, because of the aristocratic system. During the ancient and middle ages the middle class would very small (1-2 citizens), but when your civ invents something like banking or economics the middle class would get rapidly larger. Under republic or democracy there would be no ''forced'' classes, meaning that enyone can rise from being poor. Under Communism and Fascism there would not be classes but masses.
Personal rights Level
The Personal rights (or personal freedoms) level would determen the amount of extra commernce. And the movement between the society classes. But, lower the personal right, higher the unit support.
No personal rights: despotism, Anarchy, Fascism, Communism
Low personal rights: Monarchy
Normal Personal rights: Republic
High Personal Rights: Democracy
Slavery
Slavery would be very effective before the industrial revolution.
You could get slaves by conquest and trade. When you conquer an enemy city, you could enslave some of the population, half perhaps.
From trade: You could trade slaves like workers: Civ A offers 500 gold, for six citizen faces of slaves. The slaves would be lowest kind of population. They would make the population happier by doing the hard work, and they would increase the production and farming output. But your civilization could became depentant upon the services of the slaves. During the industrialization, however the slaves would became unprofitable. oh, and the slave could also cause riots. And There would be a slave ban switch in your domestic advisor's uh, place.
Critisism, suggestions?... before this thread will fall to the abyss of the forgotten ideas...
