This MOD has all the in and outs of Govt including:

• Can infiltrate another country and also take it over
• Pollution(some of your population dies)
• In a democracy your powers are checked
• Increase Population size to a total of 1 billion instead of 12 million
• Last but not least: Revolution-parts of your empire can become independent
• Civilizations are not called empires they are called civilizations
• Units can surrender if they choose to in enemy territory
• Marriages-if a leader likes you they can marry you and bring your civilizations together (this also works vice versa)
• In a city screen factory workers will be added along with farmers
• Businesses can form-you don’t have to make decisions
• UN can send in troops to broker a cease-fire and maintain peace
• You can bail out corporations or businesses in trouble
• If you destroy too much of the environment you must pay for it in money heavily
• If you focus too much on one area of you civilization such as the military other civilizations can beat you in you final score-you must focus on all areas not only one

4 types of GOVERNMENT:
• Confederate
• Supreme
• Constitutional and Federal
• Unitary

very cool idea w/ the independent businesses and limits on gov.

I think they should make an mmorpg were there are thousands of individuals vying for wealth and power.
 
Maybe make this a zip file so if (which I doubt) BtS comes out for macs, us mac users can use it (by saying so, I assume that you haven't made the mod yet since I don't see a file I can download).

I decided to add just one more idea.

Corruption Mode:

* Intimidation(when you intimidate certain officials in a foreign Government to give you what you want-not control over a country)
* Piracy (Slide through enemy defenses to help corrupt a foreign country)
* Kidnapping (Kidnap a leader, military commander, spy, etc.. for money or other services)
* Bribery (Bride top officials in a foreign government to give you information)
* Corrupt Fighters (Certain units in a foreign country come on your side and fight for you if you attack that country)
* Corrupt Leaders in Power (This means you corrupt leaders enough to join you and spread corruption)
* Black Market (Allows you to purchase upgrades, units, technology and other from a foreign country)
* Institute Foreign Slavery (this means you Institute slavery in foreign country, they work for you or become combat units for you)

Ok, So I have gotten BtS on my Bootcamp. Doesn't matter to me if it isn't a zip file. However, I would recommend that it would still work for the mac users who still use warlords.

Ok, thanks. I would really appreciate this if I were still playing civ on my mac. Nonetheless, all the mac users out there will appreciate no doubt (they have very few they can play...).
 
So... I was intending to make my own mod like this, then came across this thread. I am guessing this was never made? Also sorry for necro posting a 14 year old thread
 
I'm guessing it was not finished, yeah. Not seeing it in the database anywhere.

I also happen to be planning a similar mod, if you'd like to team up. My idea was to use buildings to represent "factions" by adding some XML tags to Civ4BuildingInfos that determine how they spawn/spread/bug the player/etc. Then "palace" could be tied to a player govt faction that competes with the other factions in the city/nation/whatever. And that govt faction's behavior and relationship to other factions would change based on the player's civics.
 
It almost seems like it was released, but it was attached to the OP rather than uploaded to the database, and then got lost during one of the big server moves.
