Great Prophet behavior--bug?

My civ has a pantheon going. I just spawned a Great Prophet and was all set to found a religion, but I do not get the button that will let me do that. I can move the GP off the city and get an option to found a holy site. I can move the GP to other cities with the same pantheon, and I still do not get the option to found a religion.

I tried saving and quitting and restarting the game just to see if anything changed. No go.

What do you think, bug or I failed a clue role?

Hover over your faith points at the top of the screen. It should say "Religions that can still be founded." You may be too late?
