build a city by hills with iron or mountains (not so good but still good shield) and grassland with extra shield that you MUST MINE!
and build railroads for extra shield bonus
now the building part
let say you are very lucky and you can build iron works
and then another where you dont have iron works
WITH iron works
let say you do 10 shields per turn
build forbidden palace( here comes now the choice if you build a
shield producing city or a science city)
factory +50 procent shields
10+5 15
build solar plant +50procent
15+7.5 22.5 or just 23 shields
manufacturing plant
23+11.5 or 35 shields
IRON WORKS
35+35 70 shields
that are 7 times more shields in one turn
so your improvements are 7 times quicker done!!!!!!
without iron works just 35 shields(still a lot)
WARNING!BEWARE OF
POLUTION !
always keep a worker near that city
