Great Zimbugwe? (Not a Bug)

Not the best Great Zimbabwe location ever, but it is (1) adjacent to cows, and (2) adjacent to a commercial district with a market...yet the city says "no suitable location to construct this".

Is there some hidden third requirement that makes this location invalid, or is this just a bug?

Is the tile where you have the "Great Zimbabwe" map pin a floodplains tile? Unless you are playing as Egypt (which you are not), the only wonders that can be built on floodplains are those that explicitly state that they can (such as Petra and Mont St. Michel -- Great Zimbabwe does not).

Thanks, that would explain it...it is a floodplains tile.

Seems like a really poorly documented decision...none of the wonders say they can't be built on floodplains, the floodplains entry doesn't mention it, the wonders entry doesn't mention it...seems like the developers expect us to learn about this by reporting it as a bug?
