I am actually logging in to download for my sister who is a fanatic Civ 3 player, but where do I actually go to downolad mods, when I click on the Completed Mods link I keep getting directed back to the forum

The Completed Modpacks are part of the forum!

If you click on this link, you'll get the forum for completed modpacks. You need to look in the individual threads to download them.
