PS5 Heroic Assault does NOTHING

I've tried it on units behind walls. Units inside their territory. Units in my territory. Units inside neutral territory. Units in city center without walls. All it does is remove all my Commanders movement points.

I did eventually get it to work in the Exploration Age. It seems to be similar to the bug that affects Assault in that it will/will not work until after the next age transition.
