How can I install a mod manually?

There are a few mods I can't find on the Steam Workshop I want to install, but have no clue how to. I put the folders into the civ5/MODS folder, but it doesn't show up ingame. The folders each have a subfolder full of XML documents, and the civ5MODfile. Where do I put these so they work?
-Sorry for such a dumb question, but I can't figure it out and goggle wasn't really helping.

First post I made was mistaken...

Is the modinfo file in MODS folder... not in the mod folder itself? I think the modinfo file needs to be in MODS and not in the mod folder.
Is there a folder within MODS folder named for the mod, or many folders? They should all be in one folder named after the mod info file (I think)
