How Do You Make Leaderheads?

I've heard that one of the programs for editing units is the one to use but I can't find a thread stating which one or even a tutorial on how to do it, so can anyone help me?

go to any "make a civ" tutorial.

I don't think anyone has made a moving leaderhead yet.

The CivGold modmakers edited the existing LHs, although I dunno how...

All they did was change the skin and swap out keyframes.
