How do you use a customized map for multiplayer?

I am a big fan of the map editor, and I wish I can make some cool maps for MP games.

However, it seems to me that the map editor is always disabled in MP games, not even hot seat. I tried to use that "chiptole" thing in the CONFIG file, but it still didn't work.

Maybe I am missing something. Can somebody teach me how to open the map editor in a multiplayer game, or import a customized map for a multiplayer game?

Just had an idea, don't know whether it will work.

When a custom map is stored, can you assign "human / AI" next to different Civs in that map?
