How exactly do combat/metamagic promotions affect mages?

Is this documented anywhere? I have no clue how they affect, well, anything really, past assuming they make spells do more damage/be less likely to be resisted. That doesn't help me know if getting a combat promotion for an adept will make his Charm Person spell more likely to succeed though :P

All 5 combat promotions increase the damage dealt (or maximum damage dealt, or something like that) by direct damage spells by 5%. They also each grant an empower promotion ot the units summoned by the caster, which provides a +10% combat bonus.

The 3 Meta Magic promotions also increase the damage dealt by direct damage spells by 5%, but also decrease the chance that the targets will resist a spell by 5%.

Well yeah, I can glean that from the descriptions :p I'm hoping for more detailed info though.

Let's say I have a Combat V Mage casting Maelstrom. I assume from the description, it does a random damage from 25-50, yes? (all units have 100hp right?) Would this mage's maelstrom instead do 31.25-62.5 damage, or would it remain capped at 50 damage, just making it more consistent? (or something else entirely :P) If it isn't capped to the high end of the spell description, is there any cap at all or can that crown spell that does up to 80% damage kill stuff with enough promotions?

For -resist, is there a floor? Seems like mages spamming charm person would be awful powerful if not, at only 10% chance to resist..(-10 from channeling 2, -10 from arcane, -10 from metamagic)

Not exactly sure about how spells deal damage.

The global defines say that the minimum chance to resist a spell is 5%, the maximum 100%, and the base chance for an unpromoted unit is 20%
